Delaware Center for Homeless Veterans Announces New 60-Unit Permanent Housing Center

WILMINGTON, DE - Today, The Delaware Center for Homeless Veterans announced its newest project, The Carolyn Center, a permanent rental housing facility with 60 apartments featuring one, two, and three-bedroom units.

Founded by US Veteran and CEO David Mosley in 2009, DCHV is laser-focused on eradicating homelessness in Delaware by equipping veterans and non-veterans with affordable housing, job training, and other supportive services. 

DCHV’s most recent achievements include outfitting their 51-unit permanent housing facility, The Pearl Center, with a commercial kitchen intended to teach culinary art skills to veterans and non-veterans throughout the community. The commercial kitchen has also been instrumental in prepping daily meals for the 400+ residents at the New Castle County Hope Center.

Like the Pearl Center that opened in October 2018, the Carolyn Center received an award of DSHA Low Income Housing Tax Credits. The VA has pledged its support for the Carolyn Center; it will be Delaware’s second Veterans’ permanent rental housing. All 60 apartments will be supported by Project-Based HUD-VASH Vouchers.
